Preheat oven to 400°F. Line a baking sheet with parchment paper; set aside. Drain and rinse chickpeas. Air-dry them on a dish towel until ready to use.
Mix Manchego, smoked paprika, salt, garlic powder, and pepper in a small bowl. Combine chickpeas and oil in a medium bowl, stirring until coated. Sprinkle with Manchego mixture, and toss to coat. Spread evenly on prepared baking sheet.
Bake until chickpeas are cracked and golden brown, 30 to 35 minutes, stirring every 15 minutes. Remove from oven; top with cilantro, flaky salt, and additional Manchego, if using. Serve warm.
